A compact measurement plan makes the assumptions visible before a team interprets a result.
Define the question
What decision will the evidence support?
Describe the operation and the decision in plain language. For example, identify a process whose idle consumption needs investigation. This is a question to examine, not a promised saving.
- Boundary: site, process, equipment and exclusions.
- Period: baseline and intended review period.
- Output: the useful production measure and its unit.
- Conditions: product mix, operating hours and other material variables.
Choose the method
Record the denominator and assumptions.
Specify how readings will be aligned, how gaps will be treated and which conditions must be comparable. If a carbon calculation is needed, record the applicable factor source, date, unit and boundary rather than inserting an assumed universal factor.
Name the owner of the measurement plan and the person responsible for reviewing the comparison. Record any change to the method as a new revision.
